Chief Justice of India Surya Kant has constituted a Judicial Infrastructure Advisory Committee to assess the growing infrastructure needs of courts across the country and prepare a roadmap for massive financial support to the justice delivery system. The committee has been asked to prepare a strong case for allocating nearly ₹40,000 to ₹50,000 crore to improve court infrastructure and support judicial modernisation across the country.
The newly formed panel, headed by Justice Aravind Kumar, includes Justice Debangsu Basak, Justice Ashwani Kumar Mishra, Justice Somasekhar Sundaresan, the Director General of CPWD, and the Secretary General of the Supreme Court. The committee has been directed to prepare a comprehensive report and submit it to Sanjeev Sanyal, member of Prime Minister Narendra Modi’s Economic Advisory Council, by August 31. Its mandate extends beyond physical courtrooms and includes identifying bottlenecks affecting judges, lawyers, litigants and court staff, while also recommending technological reforms, digitisation measures, and modern court facilities.
The committee will specifically examine issues linked to e-courts, computerisation, citizen-centric services, digital accessibility and development of modern judicial complexes aimed at faster and more efficient case disposal. The initiative signals the judiciary’s attempt to strengthen institutional capacity at a time when pendency, outdated infrastructure and uneven technological access continue to affect justice delivery across the country. The panel has also been asked to suggest measures to improve working conditions for judicial officers and court employees while bridging the digital divide in court services.
